The Democrat legislature didn't want Mitt Romney, a Republican, to have the ability to appoint an interim successor, but even they thought it was too brazen a partisan political move to change the law. Then Ted Kennedy stepped in and gave a little push and the Democrats stripped the ability of the Governor to choose a replacement.
